The Habitat Classification Area Designation System
When assessing waterlot-related applications for risks, the Port Authority
uses the Colour Coding Habitat Classification System. Fisheries and Oceans Canada
(DFO) devised it for foreshore within FREMP boundaries.
Habitat is classified as Green, Yellow, or Red. These classifications place
a set of restrictions or conditions on developments of the foreshore, based on
the designation of habitat in that area.
These classifications are used in the Track Review System, where applications
are processed in ways that vary according to the habitat code of the waterlot
or adjoining foreshore for which tenure is being sought.
Green-coded areas
- low-productivity habitat
- works may be constructed with mitigation of habitat, subject to design and
timing restrictions
Yellow-coded areas
- moderately productive habitat
- applications for construction will be reviewed and subject to No Net Loss/Net
Gain of habitat policy
- habitat mitigation or compensation must be incorporated into project design
- alternatives to impact should be pursued prior to consideration of compensation
Red-coded areas
- highly productivee habitat and/or where habitat compensation has already
been constructed
- development may occur in these areas, provided mitigation is applied through
location and/or design so that impacts on habitat are avoided
- compensation is not an option
